Bihar Cabinet gives nod for setting up two universities

The Bihar cabinet on Wednesday (September 23, 2026) gave its nod for setting up two universities, including Bihar’s first women’s university at Patna, which has been named after Maa Sita.

It also gave its administrative approval for the salaries and other related expenses of its officers and employees, Cabinet Secretariat Department’s Additional Chief Secretary Arvind Kumar Chaudhary told reporters in a post-cabinet briefing. 

The other university, which has been named after Rashtrakavi Ramdhari Singh ‘Dinkar’ , will be set up at Begusarai, he said, adding that the decision was taken on the occasion of Rashtrakavi Dinkar’s birth anniversary. This is an important initiative towards carrying forward Dinkar Ji’s literary legacy and spirit of national consciousness to the new generation, he added.

A sum of ₹15 crore each has been approved for the two universities for payment of salaries and other related expenses of the officers and employees. 

The Women’s University, Patna, will have jurisdiction over all the constituent and affiliated women’s colleges located at Patna except women’s colleges that come under Patna University, whereas all the constituent and affiliated colleges located in Begusarai and Khagaria will come under the jurisdiction of Rashtrakavi Ramdhari Singh ‘Dinkar’ University at Begusarai. 

The constituent and affiliated colleges of Kameshwar Singh Darbhanga Sanskrit University, Darbhanga will not come under the jurisdiction of the newly created Dinkar University. Both Mata Sita Women’s University, Patna and Rashtrakavi Ramdhari Singh ‘Dinkar’ University at Begusarai have been created under the provisions of Bihar Special University Act 2026, Mr. Chaudhary said.

A total of 24 decisions were taken at today’s cabinet meeting chaired by Chief Minister Samrat Choudhary. 

Sugar mill in Nawada

It also gave its nod to set up a new sugar mill at Warsaliganj in Nawada district. Revenue and Land Reforms Department transferred 99.39 acres of land at Mauja Makanpur, Warsaliganj Circle of the district to the Sugarcane Industries Department for the purpose. 

Chief Minister Samrat Choudhary, in his post on social media ‘X ’, said that the decision will bring an investment of more than ₹500 crore and directly benefit thousands of farmers from Nawada, Nalanda, Sheikhpura, and Jamui.

Dairy and fisheries

In a decision that will bring relief to cattle rearers, the cabinet also approved Rs 160 crore under Mukhya Mantri Gaudhan Vikas Rinn Yojana (Chief Minister Bovine Development Loan Scheme) for a period of three years from 2026-27 to 2028-29, ACS said, adding that livestock farmers will receive a 100% subsidy on the interest charged on bank loans.

It is a government welfare initiative designed to financially empower cattle rearers, boost milk production, and generate rural employment.

Other important decision

The State Cabinet decided to appoint Ms. Kanak Kumari in the Bihar government on compassionate grounds. She is the dependent wife of the late Subedar Santosh Kumar, who was martyred in Leh (Jammu and Kashmir) on February 16, 2025, during a war or war-like situation. 

It also decided to officially name the underground Sub-Way constructed under Patna Smart City Ltd near GPO roundabout, connecting the Multi Modal Hub with Patna junction, as “Acharya Kishore Kunal Sub-Way”.  

Mr. Kunal was a former IPS officer and founder secretary of Mahavir Mandir Trust who died on December 29, 2024. 

The cabinet also approved the law department’s proposal for the release of convicted prisoners by granting remission as a one-time measure on October 02, 2026, on the occasion of the birth anniversary of the Father of the Nation, Mahatma Gandhi.

The State government proposes to release convicted prisoners belonging to identified categories by granting them the benefit of special remission on the occasion.
